Purolator — Efficient As Government

How can you tell Purolator is run by Canada Post? I submit the following tracking details as evidence:

Package 1

Package 2

So both packages left together from the same sender, destined for the same address. They even appear to have been on the same vehicle for delivery. So why is it they delivered one at 08:56, and then came back to the same address at 10:52 to deliver the second one? If I’d been there to accept them myself, I’d have asked where the second package was. Perhaps they were put on separate vehicles for delivery, but that would be just as inefficient.

I’m not familiar with the courier business, but it seems like a pretty basic expectation that two packages shipped together, destined for the same address, arrive together — especially if they’re on the same vehicle — not two hours apart.
